"Dalam meningkatkan pelayanan Suku Dinas Pekerjaan Umum Jakarta Utara dalam penanggulangan banjir di Kecamatan Penjaringan. Kami dihadapkan pada berbagai permasalahan seperti terbatasnya sarana dan prasarana, kurangnya kesadaran masyarakat untuk mengatasi banjir, sehingga apabila musim hujan dan air laut pasang, selalu terjadi banjir. Untuk mengatasi genangan air tersebut penelitian ini bertujuan untuk mengetahui tingkat kepuasan masyarakat atas pelayanan dan mengetahui kualitas playanan serta menyusun konsep pelayanan penanggulangan banjir oleh Suku Dinas Pekerjaan Umum Jakarta Utara, dengan metode penelitian deskriptif. Untuk mengetahui tingkat kepuasan masyarakat dan kualitas pelayanan digunakan model servqual (service quality) yang terdiri dari 5 (lima) variabel : 1. Tampilan fisik (Tangible). 2. Ketanggapan dalam memberi Iayanan (Responsiveness). 3. Kemampuan mewujudkan janji (Reliabilify). 4. Kemampuan memberikan jaminan layanan (Assurance). 5. Kemampuan memahami kebutuhan masyarakat (Emphaly). Disamping itu dilakukan wawancara dengan masyarakat beserta tokoh masyarakat dalam rangka pemberdayaan masyarakat untuk turut serta menanggulangi bahaya banjir. Dari hasil penelitian diketahui Kualitas Iayanan yang diberikan oleh Suku Dinas Pekerjaan Umum kepada masyarakat yang relatif baik adalah pada variable Assurance. Sedangkan pada variable lainnya (T angible, Responsiveness, Reliability dan Emphaty) kualitas Iayanan yang diberikan masih relatif rendah, yang lebih banyak ditentukan oleh kemampuan petugas, sarana dan prasarana yang dimiliki. Pelaksanaan pelayanan selama ini belum melakukan pemberdayaan masyarakat dalam penanggulangan banjir, oleh karena itu, untuk meningkatkan kualitas Iayanan dan kepuasan masyarakat perlu memberdayakan masyarakat untuk ikut serta dalam mencegah dan menanggulangi bahaya banjir."

"Studi ini menetengahkan transformasi pembangunan persekolahan di Kabupaten Timor Tengah Selatan melalui penguatan Teknologi Informasi dan Komunikasi (TIK/ICT). Disadari bahwa pembangunan persekolahan di kabupaten tersebut masih jauh tertinggal. Oleh karena itu, ICT dianggap sebagai media zaman untuk membantu mengakselerasi transformasi pembangunan persekoloahan di daerah ini. Dalam core teori transformasi pendidikan pada model pembelajaran di abad 21 melalui kontribusi teknologi dan mempertimbangkan situasi problematika sosial, maka penulis menggunakan Soft System Methodology (SSM) sebagai penuntun bagi masalah problematik tersebut.
Penulis mengembangkan penelitian di Kabupaten Timor Tengah Selatan dengan melibatkan sembilan (components) sekolah sebagai lokus penelitian. Melalui interview/ diskusi secara formal maupun informal dan juga studi literatur, maka penulis menemukan sejumlah situasi problematis tentang pembangunan persekolahan melalui penguatan ICT. Dengan mengadaptasikan teori NIES dalam kerangka kerja model systems thinking yang dikategorikan dalam tiga level yaitu makro (institutional) level yang meliputi sistem aktifitas tentang peraturan daerah tentang pendidikan dan sistem optimasi anggaran pendidikan di daerah bagi pembangunan persekolahan; kemudian meso (organizational) level yang meliputi sistem aktivitas pada manajemen sekolah, kepemimpinan sekolah, dan teknologi pendidikan; serta mikro (individual/operational) level sebagai sentra dari pengembangan ICT sekolah yang meliputi sistem aktifitas kompetensi guru.
Selanjutnya, melalui perbandingan dan debating, maka penulis mengimpulkan bahwa pembangunan persekolahan bagi penguatan ICT di daerah tersebut masih mengalami berbagai kelemahan diantaranya sumberdaya dari makro level sampai pada mikro level. oleh karena itu, direkomendasikan agar dikembangkan koordinasi dan komunikasi antar berbagai pihak bagi perubahan melalui komitmen yang sama dengan terus melakukan proses bottom-up and top-down bagi penguatan ICT berbasis sekolah (school-based ICT) di sekolah berdasarkan kebutuhan pembangunan pendidikan pada pembelajaran di abad 21.

This study perpetuates transformation of schools development in South Central Timor Regency by strengthening Information and Communication Technology (ICT). Schools development of this Regency are still left behind. So, ICT is considered as current media to accelerate and help transforming schools development in the region. The core theory of transformation in education of this 21st century learning model over the contribution of technology and considering this social problematic situation, then, the writer develops Soft System Methodology (SSM) as a guide for solving this problem interest as well.
The writer develops research in educational chamber of South Central Timor Regency included nine selected schools as locus of study. Through formal and informal interview/ discussions and literary study, the writer found kinds of real world problematic situations about schools development to strengthening ICT. Then, by adapting NIES theory in framework model of systems thinking which are categorized into three levels as macro (institutional level) which covers activity system of educational local regulation and optimum budgeting for schools development; Mezzo (organizational) level which covers school management, school leadership, technology in education and the micro (individual/operational) level as the center of ICT development which involves school teachers competences.
Over the comparison and debating, the writer concludes that schools development to strengthening ICT still bears kinds of shortcomings in resources from macro through micro levels. So, the writer suggests to develop coordination and communication among parts for improvement through the same commitment to keep up bottom-up and top-down procession in order to strengthen school-based ICT around schools based on the need of educational development in this 21st century learning."

"Profesionalisme guru memberikan dampak terhadap tingkat ketercapaian siswa. Peningkatan profesionalisme guru membutuhkan peran pengawas. Kepengawasan tidak dilaksanakan secara optimal karena rendahnya intensitas kunjungan pengawas ke sekolah. Penelitian ini adalah sebuah penelitian kualitatif yang bertujuan untuk: (1) mengetahui apa saja peran yang dijalankan oleh pengawas dalam peningkatkan profesionalisme guru di SMP Negeri 1 Taba Penanjung kabupaten Bengkulu Tengah; dan (2) untuk menganalisis keterkaitan peran pengawas dalam peningkatan profesionalisme guru di SMP Negeri 1 Taba Penanjung. Pengumpulan data untuk mengetahui apa saja peran yang dijalankan oleh pengawas dilakukan melalui wawancara mendalam terhadap lima orang pengawas yang bertugas mengawas guru di SMP Negeri 1 Taba Penanjung dan lima orang guru mata pelajaran di SMP Negeri 1 Taba Penanjung sebagai triangulasi data. Untuk mengetahui bagaimana kaitan peran pengawas dalam peningkatan profesionalisme guru, pengumpulan data dilakukan melalui wawancara mendalam terthadap lima orang guru mata pelajaran di SMP Negeri 1 Taba Penanjung.
Hasil penelitian ini menunjukkan bahwa (1) pengawas hanya menjalankan peran sebagai konsultan dan semua pengawas tidak menjalankan peran sebagai koordinator, group-leader, dan evaluator; dan (2) peran pengawas sebagai konsultan dalam memberikan bimbingan terhadap guru dalam merancang perencanaan pengajaran memiliki keterkaitan dalam peningkatan profesionalisme guru dalam aspek teknik pengajaran.

Teacher professionalism gives impact towards students? achievement level. The enhancement of teacher professionalism needs the role of supervisor. Supervision is not conducted optimally because of the low of supervisors? visitation intensity to school. This research is a qualitative study which purposes: (1) to find out which roles played by school supervisor in enhancing teacher professionalism at SMP Negeri 1 Taba Penanjung of Bengkulu Tengah regency; and (2) to analyze the relevance of supervisor roles in enhancing teacher professionalism of SMP Negeri 1 Taba Penanjung. In order to find out which roles played by the supervisors, the data collection were conducted through in-depth interview with five supervisors who are in charge of teachers at SMP Negeri 1 Taba Penanjung and with five teachers in the purpose of data triangulation. In order to analyze the relevance of supervisor roles in enhancing teacher professionalism, the data collection were also conducted through in-depth interview with five teachers at SMP Negeri 1 Taba Penanjung.
The result of this study indicates that: (1) the supervisors play only the role of consultant. All of the supervisors do not play the role as coordinator, groupleader and evaluator; and (2) supervisor role as the consultant in which the supervisor helps teacher in designing the plan of teaching process has relevance in enhancing teacher professionalism in the aspect of teaching technique.

"Kajian ini menyajikan ilustrasi rekonstruksi aturan kelembagaan untuk meningkatkan hasil belajar peserta didik pada SMAN 1 Kotagajah, Lampung Tengah. Peningkatan hasil belajar peserta didik ini direkonstruksi dengan basis kerangka kelembagaan bertingkat, dengan menggunakan model ?policy process as a hierarchy? sebagaimana diperkenalkan oleh Bromley. Kajian ini termasuk dalam SSM-based action research dengan kategori problem solving interest. Dengan pilihan ini, perubahan yang diinginkan dan mungkin dilakukan (feasible and desirable change) dengan mempertimbangkan systematically desirable, culturally feasible adalah pertimbangan di antara para pemilik masalah (problem owner). Hasil kajian menunjukan bahwa untuk meningkatkan hasil belajar peserta didik tidak hanya melibatkan satu tingkat saja, melainkan memerlukan dukungan kebijakan bertingkat. Institutional arrangement mengatur bagaimana tingkat di bawahnya dapat berfungsi dengan baik.

This study represents an illustration of the reconstruction of Institutional Arrangements to improve the learning achievement for students at SMAN 1 Kotagajah, Central Lampung. The Improved learning process is reconstructed on the basis of the institutional multilevel framework, by using from the 'policy process as a hierarchy' model as introduced by Bromley. This study includes the SSM-based action research with problem solving interest categories. With this option, feasibility and desirable change is made possible systematically considering the desirability and also cultural feasibility of the proponents. The results of the study shows that improving student learning curve not only involves a single level, but requires the support of a multilevel policy framework, and institutional arrangement governing how the lower level to function properly."

"Penelitian ini dilatarbelakangi oleh beberapa persoalan mendasar yang berkaitan dengan pengaruh supervisi akademik terhadap kualitas pembelajaran, Berkaitan dengan isu sentral tersebut, penulis mencoba untuk mengindentifikasi secara khusus variabel yang berkontribusi terhadap pelaksanaan supervisi akademik yang kemudian dijadikan fokus dalam kajian ini. Sudjana (2011:191) menyatakan bahwa pelaksanaan supervisi akademik oleh pengawas sekolah dengan sasaran guru dalam proses pembelajaran melalui tiga kegiatan yaitu (1) memantau; (2) menilai; dan (3) membina melalui bimbingan/pelatihan. Pentingnya supervisi akademik oleh pengawas sekolah berfungsi memperbaiki kualitas mengajar guru berdasarkan pada prinsip -prinsip sistematis, berencana dan kontinyu. Menurut Yamin (2011: 35), Kualitas pembelajaran guru tercermin melalui tiga dimensi, yaitu dimensi (1).Perencanaan pengajaran, (2).Pelaksanaan pengajaran, dan (3).Penilaian pengajaran.
Tujuan utama yang menjadi pembahasan penelitian ini adalah menganalisis pengaruh supervisi akademik terhadap kualitas pembelajaran guru. Objek penelitian ini adalah guru SMK Negeri 2 Kota Bengkulu yang seluruhnya berjumlah 183 orang, dan jumlah sampel yang diambil adalah sebanyak 125 orang dengan teknik simple random. Metode pengumpulan data dilakukan dengan menyebarkan kuesioner tertutup kepada responden sampel penelitian. Data yang diperoleh dalam penelitian ini adalah data kuantitatif tentang supervisi akademik dan kualitas pembelajaran berupa skor dalam bentuk skala interval. Untuk menjawab permasalahan penleitian digunakan analisis regresi sederhana.
Kesimpulan dari hasil penelitian ini adalah terdapat pengaruh positif dan signifikan dengan kontribusi pengaruh tunggal aspek pemantauan pengawas terhadap kualitas pembelajaran guru adalah sebesar 9,2%; kontribusi aspek penilaian sebesar 9,3%; dan kontribusi aspek pelatihan/bimbingan sebesar 7,9%; serta kontribusi supervisi akademik secara umum sebesar 10,5%; sementara sisanya dipengaruhi oleh faktor lain di luar penelitian.

This research is motivated by some fundamental issues related to the influence of academic supervision on the quality of learning, connection with.The central issue, the author tries to identify the specific variables that contribute to the implementation of academic supervision whi ch then become the focus in this study. Sudjana (2011:191) states that the implementation of academic supervision by school supervisions through the focus at teachers in the learning process that consists of three activities: (1) monitoring, (2) evaluation , and (3) supurvision through guidance / training. The importance of academic supervision by school supervisors work to improve the teaching quality of teachers based on the principles of systematic, planned and continuous. According to Yamin (2011: 35), quality of teacher learning reflected through three dimensions: the dimension (1).the Planning of teaching, (2).the Implementation of teaching, and (3). Assessment of teaching.
The main purpose of this research study is to analyze the influence of academic supervision on the quality of teacher learning. Object of this study is the teacher of SMK Negeri 2 Bengkulu to the amount of 183 people, and the number of samples taken are as many as 125 people with simple random technique. Method of data collection is done by distributing questionnaires to the respondents covered the study sample. The data obtained in this study is quantitative data on academic supervision and the quality of learning in the form of scores in the form of interval scale. To answer the p roblem of the studies used simple regression analysis.
The conclusion from this study is that there is positive and significant single influence contributing to the regulatory aspects of monitoring teaching quality of teachers is 9.2%; contributions aspects of assessment of 9.3%, and the contribution of aspects of training / guidance of 7.9%, and the contribution of academic supervision in general by 10 , 5%, while the rest is influenced by other factors outside the study.

"Skripsi ini membahas manajemen belanja pegawai di Kabupaten Klaten yang dilatarbelakangi oleh pentingnya belanja pegawai bagi penyelenggaraan pemerintahan, namun rata-rata alokasi belanja pegawai Kabupaten Klaten mencapai 76,80 persen dari APBD tahun 2010 hingga semester 1 tahun 2013 menjadikannya terbesar di Indonesia, padahal dari 524 daerah hanya mencapai 53,40 persen dari APBD. Manajemen belanja pegawai di Kabupaten Klaten belum berjalan seperti yang diharapkan. Penelitian ini menggunakan pendekatan postpositivist dengan tujuan deskriptif melalui metode kualitatif, yaitu wawancara mendalam dan studi dokumentasi.
Hasil penelitian menunjukkan bahwa terdapat faktor-faktor yang perlu diperhatikan karena menghambat manajemen belanja pegawai di Kabupaten Klaten, meliputi tidak terdapat perencanaan pada belanja pegawaidan analisis kebutuhan pegawai yang tidak rutin, tidak terdapat batasan PNS bagi daerah, tidak terdapat batasan belanja pegawai bagi daerah, struktur penggajian yang tidak berdasarkan kinerja, inkonsistensi kebijakan, tidak terdapat batasan transfer antar rekening, tidak terdapat sistem manajemen penggajian terpusat, dan hasil pelaporan yang tidak dijadikan umpan balik sehingga belum terdapat tindakan dari daerah untuk menyelesaikan permasalahan belanja pegawai.

This thesis discusses the personnel expenditure management in Klaten District, which is motivated by the importance of personnel expenditure in running the government, however the average allocation of personnel expenditure in Klaten District reached 76,80 percent of the local government budget in 2010 until the first half of 2013, whereas of 524 regions in Indonesia only reached 53,40 percent of the local government budget. The personnel expenditure management in Klaten District is not running as expected. This study uses post-positivist approach with descriptive purpose through qualitative methods, which are in-depth interviews and documentary studies.
The results show that there are factors to consider because they inhibit personnel expenditure management in Klaten District, including there are no planning on personnel expenditure and irregular analysis of needs of civil servants, no restriction on the amount of personnel, no limit on personnel expenditure, the salary structure is not based on performance, policy inconsistencies, no limit on transfer between accounts, no centralized payroll management system, and reporting results are not used as feedback so that therehas been no action to resolve the problem of personnel expenditure.

Skripsi ini membahas tentangBentuk Kerjasama Public Private Partnership Untuk Pengembangan Pasar Seni Gabusan. Pengembangan Pasar Seni Gabusan ini adalah dalam bentuk pembangunan fasilitas-fasilitas baru yaitu hotel, cottage, convention hall, showroom, pintu masuk dan koridor Pasar Seni Gabusan yang bertujuan untuk menarik dan meningkatkan jumlah kunjungan ke Pasar Seni Gabusan. Jumlah kunjungan yang minim merupakan permasalahan utama yang dihadapi oleh Pasar Seni Gabusan. Penelitian ini dilakukan dengan pendekatan kualitatif dengan desain deskriptif. Hasil penelitian menunjukan bahwa, Pemkab Bantul bekerjasama dengan
sektor swasta untuk melakukan pengembangan Pasar Seni Gabusan. Commercial force merupakan faktor pendorong utama Pemkab Bantul untuk melakukan kerjasama pemerintah swasta. Sementara opposition by legislative dan opposition by public merupakan faktor penghambat kerjasama pemerintah swasta untuk pengembangan Pasar Seni Gabusan. Strategi kerjasama yang cocok untuk pengembangan Pasar Seni
Gabusan berdasarkan kondisi existing yang ada adalah dengan Public Private Partnership dengan bentuk joint venture.

suitable strategies for the Gabusan Art Market development based on existing
condition is Joint Venture between Jogja Investment Forum, Timbulharjo
Government and Bantul Government., This thesis discusses about Public Private Partnership Arrangement Form for
Gabusan Art Market Development which take build some new facilities such as
hotel, cottage, convention hall, showrooms, new entrance, and corridor. This

Jakarta sebagai ibukota negara memiliki suatu kawasan Kota Tua seluas ± 334 ha yang dulunya merupakan pusat kegiatan ekonomi dan pemerintahan pada tiga masa kekuasaan, dimulai dari masa pemerintahan Pangeran Jayakarta, masa penjajahan Portugis, dan masa penjajahan Belanda. Tingginya nilai
budaya dan sejarah di kawasan tersebut merupakan potensi pariwisata yang baik, oleh karena itu pemerintah DKI Jakarta membuat kebijakan revitalisasi Kota Tua Jakarta yang dimulai sejak masa pemerintahan Gubernur Ali Sadikin pada tahun 1970. Namun proses revitalisasi kawasan tersebut dianggap masih belum memenuhi harapan. Pada tahun 2014 revitalisasi dicanangkan kembali dengan diterbitkannya Peraturan Gubernur no. 36 tahun 2014 tentang Rencana Induk Kota Tua Jakarta dan
diselenggarakan kerjasama pemerintah-swasta melalui konsorsium JOTRC (Jakarta Old Town Revitalization Corp.). Tujuan dilaksanakannya penelitian ini adalah untuk menganalisis faktor-faktor yang mempengaruhi implementasi kebijakan revitalisasi kawasan Kota Tua Jakarta, dan menganalisis evaluasi implementasi kebijakan revitalisasi kawasan tersebut. Metode yang digunakan dalam penelitian ini adalah metode kualitatif dengan pendekatan post-positivis. Penelitian ini menghasilkan temuan yaitu implementasi kebijakan revitalisasi Kota Tua Jakarta masih belum efektif. Faktor-faktor yang mempengaruhi belum efektifnya kebijakan revitalisasi Kota Tua Jakarta antara lain karena status kepemilikan bangunan-bangunan yang beragam antara pribadi, swasta/BUMN, dan Pemprov DKI Jakarta. Sedikitnya bangunan yang dimiliki Pemprov DKI Jakarta membuat proses revitalisasi terhambat, ditambah lagi belum adanya leading sector dan minimnya SDM maupun anggaran dari Unit Pengelola Kawasan (UPK) Kota Tua Jakarta sebagai pengelola kawasan
tersebut. Namun dilakukannya kerjasama pemerintah-swasta dengan keberadaan konsorsium JOTRC merupakan upaya yang baik dalam melakukan percepatan pembangunan di kawasan Kota Tua. Beberapa saran yang diajukan dalam penelitian antara lain implementasi badan otorita yang mengelola kawasan Kota Tua Jakarta secepatnya sebagaimana diamanatkan dalam Pergub DKI Jakarta no. 36 tahun 2014, pelibatan ahli cagar budaya dalam setiap pemugaran di kawasan Kota Tua sehingga tidak merusak atau menghilangkan nilai historis bangunan tersebut, serta pelibatan masyarakat lokal dalam pembangunan kawasan Kota Tua.

This research discusses the evaluation of policy implementation of the revitalization of the Old Town area in Jakarta. Jakarta as the capital of the country has an Old Town area of ± 334 ha which was once the center of economic activity and government for three reigns, starting from the reign of Prince Jayakarta, the Portuguese colonial period, and the Dutch colonial period. The high value of the culture and history of the region is a potential for tourism, therefore, the local government make the revitalization of Jakarta old town area, which began during the reign of Governor Ali Sadikin in 1970. However, the process of revitalization of the area still has not met expectations. In 2014 revitalization proclaimed back with the issuance of the Peraturan Gubernur no. 36 tahun 2014 tentang Rencana Induk Kota Tua and held public-private partnership through a consortium called JOTRC (Jakarta Old Town Revitalization Corp.). The objective of this research is to analyze the factors that influence policy implementation of revitalization of the old city area, and analyzing the evaluation of policy implementation of revitalization of the region. The method used in this research is qualitative method with post-positivist approach. Results of this of this research is that the implementation of the Jakarta Old Town revitalization policies is still ineffective. Factors that influence the implementation of the policy is because of the ownership status of the buildings which vary between personal, private/state-owned enterprise, and local government plus the absence of leading sector and the lack of human resources and the budget of the Unit Pengelola Kawasan (UPK) Kota Tua as the area manager. But the establishment of JOTRC as a form of publicprivate partnership for revitalization of Jakarta old town is a good effort to accelerate the development in that area. Some suggestions from this research are immediate implementation of autonomous body that manages the old city area as mandated in Pergub no. 36 tahun 2014, the involvement of cultural heritage experts in development of the Old City area so as not to damage the historical value of the building, and empowerment of local communities. "Tesis ini membahas mengenai strategi penataan kelembagaan di Kementerian ESDM. Dalam menghadapi perubahan lingkungan, suatu organisasi perlu dilakukan penataan. Penataan kelembagaan yang fundamental dan substantif sangat penting untuk dilakukan karena penataan kelembagaan pada hakikatnya merupakan suatu langkah strategis dan sistematis yang dilakukan oleh suatu organisasi agar organisasi lebih profesional dan proporsional. Kementerian ESDM merupakan instansi pemerintah yang telah melakukan penataan organisasi. Jumlah organisasi Kementerian ESDM mengalami penambahan secara signifikan. Belum disusunnya peta proses bisnis membuat kelembagaan Kementerian ESDM yang telah disusun menjadi kurang efektif dan efisien. Hal tersebut ditandai dengan adanya tumpang tindih dalam pelaksanaan tugas dan fungsi antar unit organisasi di lingkungan Kementerian ESDM. Berdasarkan permasalahan tersebut dalam penataan kelembagaan perlu strategi agar organisasi berjalan secara efektif dan efisien sehingga tercipta organisasi yang tepat ukuran (right sizing) sesuai dengan beban kerja dan kebutuhan organisasi.

This thesis discusses the strategies of institutional restructuring in the Ministry of Energy. In the face of environmental change, an organization needs to do the arrangement. Fundamental institutional arrangements and substantive is very important because the institutional arrangement essentially a strategic step and systematically carried out by an organization so that the organization more professional and proportionate. The Ministry of Energy and Mineral Resources is the government agency that has conducted organizational management. MEMR number of organizations experienced significantly increase. Has not been drawn up maps business processes to make institutional MEMR has been prepared to be less effective and efficient. It is characterized by an overlap in the tasks and functions between organizational units within the Ministry of Energy. Based on these problems in the reform of institutions need a strategy for the organization works effectively and efficiently so as to create the right organizational size (right sizing) according to the workload and the organization's needs."
