"Studi ini bertujuan untuk menganalisa hubungan pengeluaran publik pemerintah daerah dan angka kematian bayi. Penelitian ini merupakan penelitian studi kasus pengeluaran publik kesehatan dengan menggunakan data panel Kabupaten/Kota di Provinsi Jawa Barat Tahun 2005 ? 2008. Pendekatan model data panel yang digunakan dalam penelitian ini adalah pendekatan Fixed Effect Model. Hasil penelitian menunjukkan bahwa pengeluaran publik kesehatan memiliki hubungan yang signifikan secara statistik terhadap penurunan angka kematian bayi. Hasil penelitian ini juga menunjukkan bahwa variabel kontrol lain memiliki hubungan yang signifikan secara statistik terhadap penurunan angka kematian bayi.

This study aims to analyze the relationship between local spending and infant mortality rate in the Province of West Java from the year of 2005 to 2008. The model developed for this study is fixed effect model of panel data regression. "ABSTRAK
Income inequality in indonesia has rapidly enlarged in recent years. this paper aims to examine the causes of highly persistent income inequality in indonesia. in contrast to other previous studies that investigated income inequality focusing only on economic factors, this paper also looks at social and political elements. using ordinary least square (ols) method., i found that democracy has no signifant impact on income inequality. in addition, the study found a significant relationship between government spending and income inequality. in addition, i also found evidence that foreign direct investment (fdi) flows have an impact to improve income inequality in indonesia. there are several relevant policy conclusions that can be drawn from this study.

"ABSTRAK

Penelitian ini bertujuan untuk menginvestigasi perilaku oportunistik, terutama incumbent, dalam menggunakan discretionary spending (terdiri dari belanja hibah, bantuan sosial, dan bantuan, keuangan) untuk kepentingan Pemilukada dan menginvestigasi pengaruh discretionary spending terhadap kemenangan incumbent. Total sampel dalam penelitian ini adalah 225 Pemerintah Daerah Kabupaten/Kota selama tahun 2013-2016. Metode yang digunakan adalah content analysis, uji beda, dan uji regresi. Hasil penelitian ini menemukan bukti adanya indikasi perilaku oportunistik incumbent yang dapat dilihat dari rendahnya kualitas pengungkapan, masih banyaknya temuan audit, serta proporsi discretionary spending disekitar tahun Pemilukada yang terbukti lebih tinggi dibandingkan sebelum Pemilukada. Selain itu, Re-election dan re-election time berpengaruh positif terhadap discretionary spending, namun motif oportunistik tersebut dapat ditekan dengan adanya political monitoring dari partai oposisi yang terbukti mempunyai efek negatif terhadap proporsi discretionary spending. Proporsi discretionary spending tidak terbukti berpengaruh terhadap probabilitas kemenangan Incumbent. Hasil penelitian ini sesuai dengan teori pilihan publik dan juga menguatkan dugaan KPK dan hasil penelitian sebelumnya mengenai motif oportunistik incumbent menggunakan discretionary spending untuk kepentingan politiknya meskipun hal tersebut tidak serta merta membuat incumbent memenangkan kembali Pemilukada. Hasil penelitian ini diharapkan memberikan input kepada regulator untuk mengembangkan regulasi yang lebih komprehensif untuk membatasi perilaku oportunistik kepala daerah.


ABSTRACT


This study aims to investigate incumbent opportunistic behavior in using discretionary spending (grant, social assistance, and financial assistance spending) for election purposes and investigate discretionary spending effects on incumbent victories. Total sample is 225 Local Government during year 2013-2016. The method used is content analysis, different test, and regression test. This study found evidence of incumbent opportunistic behavior that can be seen from low disclosure quality, audit findings, and the proportion of discretionary spending around the electoral year that proved to be higher than before the election. In addition, re-election and re-election time have a positive effect on discretionary spending, but the opportunistic motive can be suppressed by the political monitoring that have a negative effect on discretionary spending proportion. Discretionary spending proportion has not been shown to affect incumbent victory probability. The results are in accordance with public choice theory and also corroborate the alleged KPK and previous research results about incumbent opportunistic motives using discretionary spending for its political interests although it does not necessarily make the incumbent win the election. The results of this study are expected to provide input to regulators to develop more comprehensive regulation to limit the opportunistic behavior of regional heads.

"Menggunakan panel data dari 33 provinsi di Indonesia selama 10 tahun, antara tahun 2006 s.d 2015, penelitian ini mengkaji dampak tidak langsung dari anggaran belanja pemerintah di bidang pertanian, total anggaran belanja pemerintah per PDRB, dan anggaran belanja pemerintah di sektor publik terhadap deforestasi. Penelitian ini menganalisis hubungan antara anggaran belanja pemerintah dan deforestasi dengan menggunakan system generalized method of moment estimation (GMM). Hasil penelitian menunjukkan bahwa terdapat dampak tidak langsung dari peningkatan belanja pemerintah, yaitu adanya peningkatan konversi lahan dari hutan untuk pertanian. Peningkatan anggaran belanja pemerintah di bidang pertanian dan total anggaran belanja pemerintah per PDRB berkontribusi secara positif dan signifikan terhadap deforestasi. Sedangkan anggaran belanja pemerintah untuk publik sektor tidak memiliki dampak yang signifikan terhadap deforestasi.

Using balanced panel data from 33 provinces in Indonesia and covering a ten-year period between 2006 and 2015, this study examines the indirect effects of government spending on agriculture, total government spending over GRDP, and public spending on land use conversion. Applying the system generalized method of moment estimation (GMM) technique, this research investigates relationship between government spending and forest land clearing. The result shows that there is an indirect impact from increasing government spending: there is an increase in the total amount of land use conversion from forest to agriculture in Indonesia. This study points out that an increase in government spending on agriculture and total government spending over GRDP have a significant positive impact on deforestation. Meanwhile, public spending has no significant effect on forest clearance."

"ABSTRACT
Campaign finance disclosure in Indonesia has received attention from the post-Soeharto elections with the issuance of various regulations related to revenue, expenditure, reporting of campaign funds by the General Election Commission. However, the application of campaign finance disclosures has never been optimized. This article contributes to overcoming two problems at once. First, conceptually, the study of disclosure of campaign funds was dominated by disclosure of campaign funds at the level of political parties and legislative elections. This article focuses on knowing how the application of campaign finance disclosure at the level of regional head elections, using the case of the 2018 regional election. Second, in practice, there are problems in regulation, implementation and understanding of the practice of campaign finance disclosure in Indonesia. This article explains why campaign finance disclosure has never been optimized and always has a strong correlation with the failure to prevent money politics. The author argues that prevention of money politics can be done by optimizing the operation of disclosure of campaign funds. As long as the disclosure of campaign funds is not optimal, so far the prevention of money politics will not be effective."

"Skripsi ini membahas efisiensi dan produktivitas anggaran belanja kesehatan kabupaten/kota di Provinsi Jawa Timur serta faktor yang dapat mempengaruhinya. Penelitian dilakukan terhadap 33 kabupaten/kota di Provinsi Jawa Timur dalam kurun waktu tahun 2010-2013. Dengan menggunakan metode Data Envelopment Analysis (DEA), Malmquist Productivity Index dan regresi tobit panel data ditemukan bahwa Kabupaten Jember adalah daerah paling tidak efisien. Di sisi lain daerah yang paling efisien adalah Kabupaten Malang, Kabupaten Trenggalek, Kabupaten Tulungagung, Kabupaten Blitar dan Kota Mojokerto adalah yang paling efisien. Secara keseluruhan terdapat penurunan produktivitas anggaran belanja kesehatan selama tahun 2010-2013. Faktor yang dapat mempengaruhi tinggi rendahnya nilai efisiensi tersebut antara lain angka melek huruf dan juga kemiskinan di daerah tersebut.

This thesis mainly discusses about efficiency and productivity in health spending in district level in East Java Province and factors influencing it. This research used 33 districts in East Java Province from year 2010 to 2013. Using Data Envelopment Analysis (DEA) method, Malmquist Productivity Index, and Panel Data Tobit Regression, this thesis found that Jember had the lowest efficiency score. On the other hands, Malang, Trenggalek, Tulungagung, Blitar, and Kota Mojokerto are the most efficient. Overall total productivity in health spending declined from year 2010 to 2013. Factors that influencing efficiency score in this research are literacy rate and poverty rate in each district in East Java Province."

"Penelitian ini bertujuan untuk menginvestigasi pengaruh belanja pemerintah daerah terhadap kinerja keuangan pemerintah daerah, Selain itu, studi ini juga menguji peran moderasi dinasti politik dan reelection pada hubungan antara belanja pemerintah daerah dan kinerja keuangan pemerintah daerah. Dengan melakukan regresi berganda dengan pendekatan fixed effect pada 2929 observasi selama 2010-2015, ditemukan bahwa belanja pemerintah daerah berpengaruh positif terhadap kinerja keuangan pemerintah daerah namun berpengaruh negatif terhadap kinerja keuangan pada pemerintah daerah berdinasti politik. Kemudian, dinasti politik terbukti memperlemah pengaruh positif belanja pemerintah daerah dan kinerja keuangan pemerintah daerah. Selain itu, reelection terbukti memperkuat pengaruh positif belanja terhadap kinerja keuangan pada seluruh pemerintah daerah dan memperlemah hubungan negatif belanja dan kinerja keuangan pada pemerintah daerah berdinasti politik. Temuan ini dapat menjadi masukan bagi pemerintah pusat untuk merumuskan mekanisme untuk membatasi praktik dinasti politik karena berdampak buruk bagi kinerja pemerintah daerah.

This study aims to investigate the effect of local government spending on local government financial performance. In addition, this study also examines the moderating role of political dynasties and reelection on the relationship between local government spending and local government financial performance. By conducting multiple regressions with fixed effect approach on 2929 observation during 2010 2015, it was found that local government spending has a positive effect on local government financial performance, but it has a negative effect on financial performance of dynastic local governments. In addition, the political dynasty is proven to weaken the positive effect of local government spending on the financial performance of local governments. In addition, reelection is proven to strengthen the positive impact of spending on financial performance on all local governments and weaken the negative effect of spending and financial performance on dynastic local governments. These findings could serve as input for the central government to formulate mechanisms that would limit the practice of political dynasties because of their adverse impact on local government performance.

"ABSTRACT
The budget spending in the Regional Government Budget (APBD) is one of the indicators of the success of the regional development. DKI Jakarta Province APBD spending is seen to be sub optimal, with the average of 75.79% in the last 5 years (2012-2016), below the 95% target set out by the Minister of Finance. As such, a study is required to review why it happens and what factors need to be addressed to optimize the DKI Jakarta Province APBD spending. The previous study conducted to analyze the low spending in the Ministries/Institutions and Regional Government in general. This study is conducted to understand the sustainability of the budget spending and to identify the types of spending that might be the driver to optimize the DKI Jakarta Province APBD spending, enabling the province realized its development target and directly providing a desirable impact the public and the business world, increase their trust to the government and in turn will push the DKI Jakarta economic growth. This study uses Multidimensional Scaling (MDS) with a secondary data from The Regional Government Financial Report (LKPD) of DKI Jakarta Province for the year of 2012 to 2016 and the End of Term Accountability Report (LKPJ AMJ) of DKI Jakarta Province of the Year 2013 to 2017 (2016). The result of this study shows that the average DKI Jakarta Province APBD spending of the last five years (2012-2016) is 47.64 or fall under the category of less sustainable, whereas the spending items causing the unfavorable result are the social benefits, grants, land acquisitions and buildings and structures spending. As such, it is recommended that the DKI Jakarta Provincial Government establishes a more measurable policy on planning, budgeting and execution and to increase the competence of its apparatus."

"Penelitian ini bertujuan untuk menganalisis dampak desentralisasi fiskal terhadap komposisi belanja pemerintah daerah dengan menggunakan unbalance panel data belanja pemerintah kabupaten/kota di Indonesia pada tahun 2011-2015 dan Quasi-Maximum Likelihood Estimator QMLE. Derajat desentralisasi fiskal diukur dari rasio belanja pemerintah daerah terhadap total belanja pemerintah Indonesia. Peningkatan desentralisasi fiskal terbukti berpengaruh signifikan terhadap peningkatan komposisi belanja modal. Selain itu, peningkatan desentralisasi fiskal juga berpengaruh signifikan terhadap peningkatan komposisi belanja modal infrastruktur tradisional. Sebaliknya, desentralisasi fiskal berpengaruh terhadap penurunan komposisi belanja modal infrastruktur modal SDM yang disebabkan turunnya komposisi belanja modal urusan pendidikan dan kesehatan. Ini menunjukkan bahwa pemerintah daerah memberikan prioritas pada belanja modal yang berdampak langsung terhadap perekonomian.

This research aims to analyze the impact of fiscal decentralization on the composition of regional government spending by using unbalanced panel data set of Indonesian municipalities over the period 2011 2015 and Quasi Maximum Likelihood Estimator QMLE . The degree of fiscal decentralization is measured as the ratio of regional government spending to Indonesian government spending. The paper shows that fiscal decentralization positively and significantly, influences the share of capital spending. In addition, fiscal decentralization positively and significantly, influences the share of capital spending for infrastructure. In contrast, fiscal decentralization negatively affects share of capital spending for human capital infrastructure due to the decrease in the share of capital spending on education and health. This shows that local governments give priority to capital spending that have a direct impact on the economy.

"Salah satu Nawa Cita pemerintah Indonesia tahun 2014-2019 adalah membangun Indonesia dari pinggiran dengan memperkuat daerah dan desa dalam kerangka negara kesatuan. Salah satu bentuk pembangunan adalah pembangunan fisik, yang dapat diukur
dengan pendekatan belanja infrastruktur/aset. Namun Laporan Keuangan yang selama ini dipakai untuk memantau pembangunan fisik, baru didapatkan tahun berikutnya. Pada penelitian ini, rancangan data mart aset negara dibuat sebagai solusi untuk memantau
pembangunan fisik nasional tanpa harus menunggu tahun berikutnya. Pertanyaan penelitian yaitu bagaimana rancangan data mart aset negara untuk mengukur pembangunan fisik di Indonesia? Penelitian ini menggunakan metodologi Kimball, dengan alat bantu Oracle Database dan visualisasi Tableau. Hasil penelitian menunjukkan pembangunan fisik nasional masih terkonsentrasi di provinsi DKI Jakarta (36.12% tahun 2017 dan 36.91% tahun 2018) berdasarkan alokasi dan realisasi dana APBN. Salah satu pengambilan keputusan yang dapat diambil adalah melakukan restrukturisasi kebijakan untuk pemerataan pembangunan fisik, dan meningkatkan prioritas alokasi untuk daerah pinggiran terlebih dulu.

One of the Indonesians government goals from 2014 to 2019 is to develop Indonesian physical infrastructure from the outer layer of the country, through development of rural
areas and villages. Physical infrastructure is a variable mentioned in Financial Statement as fixed-assets spending, in which currently only available annually. This research is aimed to develop analytical data environment in a form of data mart, as a solution to monitor physical infrastructure development at almost realtime, without waiting for an
annual report. This research question is how to develop Governments Fixed Assets based Data Mart to measure physical infrastructure development in Indonesia. Kimball methodology, as well as Oracle database, and Tableau OLAP visualization were utilized to develop the data mart. Result shows when aggregates, physical infrastructure built in Indonesia was concentrated in DKI Jakarta by almost a half of Government Budget
Allocation (36.12% at 2017 and 36.91% at 2018) comparing to another states. One of the decision that could be generated were to restructurize policy for phisical infrastructure budget allocation for next/upcoming years, and prioritize allocation for outer layer of the country including rural areas and villages.
